William L. "Billy" Phelps, age 71, of Pass Christian, passed away on Monday, December 19, 2016.
Billy was a lifelong resident of the Coast and served the citizens of Harrison County in District 3 as their Constable for 24 years. He was known for his dedication to his community, and he enjoyed escorting the Long Beach football team for those 24 years to and from their out-of-town football games. In his younger days, he was a dirt track racer and served in the National Guard, being called to active duty twice. He was a member of Central Baptist Church in Long Beach where he remained very involved. Because of his efforts in the community, he was the recipient of numerous citizenship awards. During the holidays, Billy dressed up as Santa Claus for community appearances for 32 years. He was even known to appear as the Easter Bunny. Billy enjoyed a good time and was honored to serve as King of the Long Beach Carnival Association in 2007. He worked part time for Riemann Family Funeral Home for several years. Billy will be remembered for his big smile, his jovial spirit, and love for his family and community. He truly had the heart of a servant.
He was preceded in death by his parents, Lester Phelps and Josephine Reyer Yarbrough; son, William L. Phelps, II; brother, Roger Phelps.
He is survived by his loving wife of 53 years, Katherine N. Phelps of Pass Christian; children, Renee Phelps Kenworthy (Kevin) of Long Beach, Daron L. Phelps of Gulfport, and Teresa Phelps Holland (Shane) of Long Beach; siblings, Elaine Rhear, Margie Phelps, Charlotte Ladner, Helen Ewing, and T.J. Yarbrough; grandchildren, Jonn Kenworthy, Gabrielle Kenworthy, Grant Kenworthy, Austin Holland, Macy Holland, Zachary Holland, Makenzie Holland; great grandchildren, Jacob Kenworthy and Adalyn Kenworthy.
Visitation will be held on Wednesday, December 21, 2016, at Central Baptist Church, Lovers Lane, Long Beach, from 5-8 pm.
Funeral services will be held on Thursday, December 22, 2016, in the church's sanctuary at Noon. Friends may visit two hours prior.
Burial will follow at Allen Cemetery.
