Howard was born on December 6, 1925 in Napoleon, Ohio to William and Edna Dehnbostel. He graduated from St. Paul Lutheran School in 1939, and Napoleon High School in 1943. He immediately entered the United States Navy where he served our nation until 1946. He then took advantage of the GI Bill of Rights and entered The Ohio State University, from which he graduated with a Business Administration degree in 1949. He accepted a position with the United States General Accountability Office (GAO), which is headed by the Comptroller General. While serving the GAO he furthered his education by completing the Program for Management Development at the Harvard Business School.
He married Marilyn Ruetz in 1948 and their marriage was blessed with five children, six grandchildren and seven great grandchildren. Bruce and Mark reside in Florida, Craig in Maryland, Mary Durant in Minnesota and Laura Foret in Louisiana.
He was a lifelong Christian of the Lutheran faith. He was a member of and served congregations in Dayton, Ohio, Silver Spring, Maryland, New Orleans, Louisiana and Long Beach and Waveland, Mississippi.
He enjoyed forty-five years of retirement after leaving his position with the GAO. He loved sports and particularly enjoyed the game of golf. He lived his retirement years in a house that was located on one of the Diamondhead, MS golf course fairways. He never tired of the view and considered this to be one of the great blessings of his life. He was also an unwavering rooter for The Ohio State Buckeyes.
