Mrs. Reeks was born to Buelah Johnson and Charles Baker and with her two sisters, was raised in Los Angeles, California. After high school and completion of secretarial school she enlisted with the United States Marine Corp to serve her country after the bombing of Pearl Harbor.
Stationed in Honululu, she was secretary to General Earl Long through whom she met her future husband, the USMC combat artist Harry Daniels Reeks. Her most memorable experience in the USMC was sitting on a hill with quite a few of her women Marine friends to watch the return of all the battle ships to Pearl Harbor after the end of the war.

He was a member of the Bohemian Club and Chloe enjoyed the social and civic activities of the wives of the members. They had many adventures and opportunities in California and lived in San Francisco until 1953 when they returned East to be near Harry's family and hometown of New Orleans. Her time in formal study and then as an artist in the Ocean Springs art community were the most fulfilling years of her life after her husband's death.
